Summary

Despite the impact of the Coronavirus (COVID-19) pandemic, Kazakhstan’s construction industry expanded by 11.2% in real terms in 2020, following growth of 13.1% in 2019, with the industry’s output value increasing from US$22.6 billion in 2019 to US$25.1 billion in 2020.

GlobalData expects the construction industry to grow by 6.1% in real terms in 2021, and then expand at an annual average rate of 5.7% between 2022 and 2025. Over the forecast period, the industry’s output is expected to be supported by the government’s investment on the development of transport infrastructure, residential and energy and utilities construction projects. Improvements in consumer and investor confidence and positive developments in regional economic conditions will also provide momentum.

Industry output over the forecast period will be supported by investment under the Nurly Zhol State Infrastructure Development Program for 2020-2025, under which the government aims to create an efficient and competitive transport infrastructure, improve the technological and institutional environment and develop transit and transportation services across the country. According to the Ministry of Industry and Infrastructure Development, the government plans to implement 112 infrastructure projects worth KZT5.5 trillion (US$11.9 billion) by 2025. The plan is to construct and reconstruct 10,000km of roads and repair of 11,000km of the road network across the country.

In the first quarter of 2021, an Enhanced Partnership Framework Arrangement (EPFA), the five-year agreement, was signed between the European Bank for Reconstruction and Development (EBRD) and Kazakhstan to enhance the resilience, digitalization, modernization and regional integration of the national economy until 2025. The aim is to develop economy by attracting foreign direct investment, supporting the private sector and developing modern transport and municipal infrastructure across the country.
